The late jab drew a counterpunch from Hughes, while the third Republican in the race to replace Sen. Kevin Eltife went to a neutral corner.

Not only are you slandering me, but you are also misleading our constituents, Simpson wrote in an open letter Monday to Hughes.

The Longview Republican called for a public correction to Hughes charges that Simpson has played both sides in debates over whether immigrants living in the U.S. illegally should be able to get Texas driver s licenses.

The third Republican in the race, James Red Brown of Lindale, missed the Nov. 19 forum. The Army general cited that absence, through a spokeswoman, for declining to comment on the dispute between his two opponents for the March 1 GOP nomination.

Red was not at the forum and so should not comment on what Bryan Hughes said about Rep. Simpson, Brown spokeswoman Missy Merritt said. Gen. Brown is working hard and was speaking to the Aggie Mom s Club at the same time as the forum, a speech he had agreed to weeks in advance.

Hughes did not respond Tuesday for a request to comment, but campaign spokesman Jordan Berry did.

At issue in the Simpson-Hughes dispute is a 2015 border security bill that Hughes supported and Simpson opposed, as well as amendments that failed as attachments to 2013 bills that expanded the Texas Department of Public Safety s options for issuing and renewing driver s licenses.

Those were Senate Bill 1729, authorizing a pilot driver s license renewal program in high-population counties where DPS was stretched thin, and SB 1705. The latter measure sought to relieve DPS overload by allowing the department to contract out driver s license tests.

Debate over SB 1729 included the introductions of two amendments the first of which Simpson said he opposed and applauded its death on a procedural point of order, because it allowed immigrants living in the U.S. illegally to obtain a Texas driver s license.

The second amendment, Simpson said, was slimmed down by its author, Corsicana Republican Rep. Byron Cook, and drew his support.

He simplified it, Simpson said, contrasting its brevity with the earlier amendment s multiple pages. It did not authorize illegal immigrants to receive a driver s license.

Hughes spokesman Berry said it did.

He s wrong, Berry said of Simpson s reading of the second amendment.

g In this section, driver s license includes any Texas resident driver s permit authorized by law.

Simpson pointed to the phrase authorized by law as precluding driver s permits issued to immigrants living in the U.S. illegally because they are not authorized by law.

A similar difference of opinions surrounded a failed amendment to SB 1705, the driver s test bill.

That was Amendment 1 on SB 1705 also, Simpson said. But it only authorized licenses already authorized under law.

Not so, Hughes spokesman said.

That s his interpretation to it, Berry said. He s simply just wrong. He is saying what he thinks it didn t do.

From the Legislature s website, the amendment to SB 1705 reads:

Except as provided by Subsection d, in issuing a driver s license or a resident driver s permit authorized by law for certain types of vehicles, the director may waive a driving test for an applicant who has successfully completed and passed the training and testing conducted by a person certified under Subsection a.

On the border security bill, House Bill 11, an omnibus border security bill that Hughes supported, Simpson said his opposition arose from its focus on southbound checkpoints, ostensibly to cut the flow of U.S. currency south, as opposed to northbound ones used by people who have crossed the border illegally.

It appropriated no money to fund it, Simpson added.

Hughes also offered a quote from a 2014 article in the Tyler Morning Telegraph about Simpson s tour of the Mexican border during that summer when Central American immigrants fleeing their countries threatened to overwhelm the U.S. immigration structure.

They can get an education but not a driver s license. That s not right, Simpson said in the article.

On Tuesday, he said that quote was part of a larger point about inequities in the state s approach to immigrants living in the U.S. illegally. He said that becomes clear when the entire quote is read, which is:

We do have a problem with drugs and warlords taking advantage of the situation, Simpson warned. We have to require a fulfillment of promises to appear before immigration courts to enter schools. We need to determine the status of these immigrants and not put them in this limbo. They can get an education but not get a driver s license. That s not right. We do need to secure the border against crime and terror, in order to defend life, liberty and property. I welcome people to come. We need workers. We do need to limit our health care to emergencies and critical care to immigrants as well as citizens. What s going on in emergency rooms is not right. We need to stop the freebies, and open the legal pipeline while continuing to secure the border.
